Over 97 percent of Texas pharmacies have the capability for electronic prescribing of controlled substance (EPCS) prescriptions. As of Dec. 2019, with ongoing state and federal efforts, 40.7 percent of Texas prescribers are enabled to use EPCS. Pharmacies should continue to expect increased controlled substance e-prescriptions and are encouraged to educate all staff about accepting and dispensing e-prescriptions, including Schedule II e-prescription requirements.

On May 21, 2019, the Texas Senate passed House Bill 2174 requiring electronic prescribing of all controlled substances starting January 1, 2021. EPCS is believed to be a more secure form of prescription delivery and allows for increased prescription accuracy resulting in improved patient safety.
